It is a small oval of meltwater on the Barnim plateau north of Berlin, roughly three hundred metres long and a hundred and eighty across, nowhere deeper than about three metres, fed by spring-fed meadows along its western edge. There are no houses on the bank, no beach, no path along the water. Anglers take carp, pike, perch and tench out of it. The lake belongs to the state of Berlin, which is where the trouble begins, because Berlin also owns what stands a few hundred metres up the slope: the country house it built for Joseph Goebbels, and behind it a Stalinist campus where East Germany trained its youth cadres. The city has spent years trying to give the whole thing away.]]></description>
