Borá has more registered voters than it has people. That is not a rounding error or a bureaucratic glitch so much as a fact of life in a municipality this small: with roughly 900 residents counted in the 2022 census and over a thousand names on the electoral roll reported by regional press, the arithmetic of a São Paulo farm town becomes genuinely strange. Borá is the least populous municipality in the state of São Paulo and the second least populous in all of Brazil, trailing only Serra da Saudade in Minas Gerais. It sits at 582 metres on the red earth of the state's western interior, about 486 kilometres from the capital, holding down 119 square kilometres of cane and pasture with a population that would not fill a mid-size apartment block. Nobody here needs street addresses. Directions are given by landmark, by family name, by which house has the white car parked out front.
