Most cities happen. Bremerhaven was purchased. By the early nineteenth century the Weser was filling in around Bremen and ships were growing too large to reach the old inland port, so in 1827 Bremen's mayor Johann Smidt bought a stretch of marshy ground at the river's mouth from the Kingdom of Hanover and had a harbour dug into it. Nearly two centuries later the arrangement still holds: Bremerhaven is an exclave of the city-state of Bremen, fifty kilometres downstream from its owner, and one of the busiest ports in Germany.
