Unlike every other major U.S. offshore wind project, CVOW is being built by a state-regulated utility rather than a private developer - which gives Dominion the unusual ability to pass cost changes through to ratepayers. As of early 2025, the project was 50 percent complete and on schedule. As of late 2025, it had also become a political flashpoint.
