Brazilian conservation law contains a category that sounds like a contradiction in terms: a protected area established precisely so that people can go on taking things out of it. The reserva extrativista was written into the national system of conservation units by Law 9,985 in July 2000. Four months later, on 16 November, a federal decree laid one across 27,022 hectares of channel, mangrove and island at the mouth of the Parnaíba River, straddling the border between Maranhão and Piauí. What the decree protects is not a landscape anyone was planning to build on. It is the right of several thousand people to keep fishing and crabbing the water their families have always worked.
