Three years. That is how long Brazil kept a federal territory on its Paraguayan frontier — long enough for the capital to move twice, for four men to occupy the governor's chair, and for a decree returning the seat of government to Ponta Porã to be signed almost exactly three months before the whole arrangement was abolished. The Federal Territory of Ponta Porã appears on no map printed after 1946. Between 1943 and 1946 it governed seven towns strung along the least-defended stretch of Brazil's southern border, and its short, quarrelsome life reveals more about how the Estado Novo actually saw its own interior than any speech Getúlio Vargas gave about it.
