Vietnam's biggest industrial investment covers thirty-three square kilometres of the Hà Tĩnh coast, cost somewhere north of twenty billion dollars, and can pour seven and a half million tonnes of steel a year. For most Vietnamese, none of that is what the word Formosa means. It means April 2016: dead fish coming ashore along four provinces, more than a hundred tonnes of them, and fishing families standing on the sand watching their income wash up. It took the company two months to admit what had happened. It has been paying for those two months ever since.
