For three days in August 1991, the future of the Soviet Union turned on what would happen in this small seaside town. Foros is the southernmost resort in all of Crimea, an unhurried place of warm water and cypress-lined slopes, the kind of coast where nothing is supposed to happen. Yet it was here, at a state dacha above the sea, that the Soviet leader Mikhail Gorbachev was cut off from the world and placed under house arrest while plotters in Moscow tried to seize his country. History has a way of choosing quiet places for its loudest moments.
