Hundreds of thousands of people lived by that rhythm. Then, on the Bafing River in the remote Kayes Region of western Mali, engineers built a wall to capture the flood and turn it into electricity. The Manantali Dam was meant to be a gift to three nations. It became one of West Africa's most cautionary tales about the cost of remaking a river.]]></description>
