Each year the rains fell at the headwaters, the river swelled, and the flood spread across the valley, leaving behind soaked earth that farmers planted, fish that fed villages, and grass that fattened cattle. Hundreds of thousands of people lived by that rhythm. Then, on the Bafing River in the remote Kayes Region of western Mali, engineers built a wall to capture the flood and turn it into electricity. The Manantali Dam was meant to be a gift to three nations. It became one of West Africa's most cautionary tales about the cost of remaking a river.
