On the morning of 25 June 1969, tugboats nudged a string of steel pontoons into the middle of the Cửa Lớn River, opposite a wrecked village at the bottom of South Vietnam, and made them fast. There was no shoreline installation to speak of and no road worth the name. The base was the barges. Someone in the Navy called it Sea Float, which for once was a piece of military naming that described exactly what it was.
