      <description><![CDATA[At 9:50 on the evening of 23 November 1984, a station inspector at Oxford Circus was told by a passenger that there was smoke on the northbound Victoria line platform. He picked up a piece of wood and walked down to deal with what he assumed was something smouldering on the track. When he saw that the contractors' materials store was on fire, he reached for the platform telephone kiosk. Opening the door released a wall of thick smoke that drove him back. He turned around and started the evacuation. Over the next five hours, no one would die - but London Underground would learn, just three years before the disaster at King's Cross, what the old assumptions about smoking in underground stations were costing.]]></description>
