The Portuguese settlers who founded this place around 1772 first knew it as Porto dos Casais, the Port of the Couples, after the married Azorean families sent to hold the southern frontier for the crown. It is Brazil's southernmost state capital, the heart of gaucho country, a city of churrasco and chimarrao - and a place that has spent the last two years learning, again, what its rivers can do.]]></description>
