Skutz Falls does not plunge so much as stagger -- a run of steep, broken rapids where the Cowichan River drops over a ledge of rock on its way to the sea. Photographers pass it over for the taller, prettier cascades elsewhere on Vancouver Island. But for several thousand years, those twenty feet were the hard ceiling of the salmon world. Everything upstream, the whole upper river and the lake behind it, lay beyond reach of fish that could not make the jump. Autumn after autumn, chinook and coho piled into the pool below and got no further. The river above ran clear and empty.
